Interflora should have a rating system whereby they arrange the flowers under a series of icons. Each one corresponding to a message. A giant bunch of lillies, roses, eucalyptus, the lot would be for when you really mess up and miss an anniversary or her comment on her muffin top.

Smaller ones might include being late or just to say 'Happy Friday'. Either way it'll help men know what to pick when trying to say something. How badly did you screw up, or how much do you want this girl...
